We've also have requests for large quantity recipes that feed a group such as the homeless.
I don't recall ever seeing an online guide per se but there's always that possibility with the web. I have seen workshops and books that address LARGE crowds (minimum 50 people) as food safety is a REAL big issue when dealing with the masses. Have you tried a general search to see what's out there?

There should be a government data base for mililtary cooks.
I was recently looking around at several recipe sites lately.
I remember seeing several recipes for quantity cooking at a site called Recipe Goldmine.com maybe some of those would be helpful to someone who needed to cook for large gatherings of people.
