Everything goes into a 2-quart casserole at once, gets covered, and cooks in two microwave bursts with a 5-minute standing rest in between to let the carrots and potatoes finish steaming through.
The flour stirred in with the water is what pulls this from soup to stew. As the liquid heats, the flour blooms and thickens into a savory gravy that coats the vegetables. The onion soup mix provides the entire seasoning profile, which is why salt is not needed.
