The acid balance is what makes this glaze work. Honey brings the sticky sweetness, prepared mustard adds tangy backbone, and the lemon zest and juice cut through both with bright citrus that keeps the chicken from tasting one-note-sugary. Two tablespoons of zest might sound aggressive, but it mellows beautifully on the grill.
A splash of chicken broth (instead of water) keeps the glaze thin enough to brush easily and thick enough to cling without dripping. The added richness from the broth blends seamlessly with the honey, creating a lacquered coat that builds layers as you baste.

Heat coals or gas grill. Mix all ingredients except chicken.
Cover and grill chicken, bone sides down, 5 to 6 from medium heat 15 to 30 minutes. Turn chicken.
Cover and grill 20 to 40 minutes longer, turning and brushing 2 or 3 times with honey mixture, until juice of chicken is no longer pink when centers of thickest pieces are cut. Discard any remaining honey mixture.
